Not for me
When I was looking for an apartment in the Rockville/Bethesda in 2010 I checked the reviews on apartmentratings.com and saw that Congressional Towers was very poorly rated; however, the price was right (~$1,500 per month including utilities for a 1 bedroom) and it was walking distance to the Metro. The apartments are old, but many have been updated. They are nothing special. At least I'm glad that I didn't move in on the bottom level. There are a lot of bugs down there and pest control is frequently spraying pesticides all over the carpet, which doesn't make me feel comfortable. Also the hallways usually smell terrible from the cooking of pretty offensive smelling foods and other things I can't identify. Air fresheners are used to try to cover up the smell. In 2010, when I moved in, the office staff was for the most part friendly and helpful. Since then almost all of the staff have been turned over. I have had problems with issues getting resolved. Had one major problem which cost me a lot of money and the management was not honest about their mistakes; they just wanted to avoid liability. You have to be persistent to get a response. Rockville is expensive and there are not many good apartment complexes in the area. Actually I haven't heard of any particularly good place to live in Rockville. I didn't listen to the warnings about Congressional towers and I have had a bad experience. When most of the reviews do not recommend a place...it means something! My last apartment had over 80% recommended, while congressional towers is about 40% or even lower.6/1/2012
