I have lived in the building since Aug 2014. There have been some constructions going on in the building, but that's understandable because they have to wait for contracts to expire. This is probably because some residents don't want to/cannot pay higher rents for nicer apartments. The neighbors are nice and quiet, yet Franklin Ave. is somewhat noisy during certain times of the day. It is a gated building and Whitley Heights is a very safe place compared to other places around Hollywood Blvd. Lastly, the manager, Mike, is extremely helpful! I have had two problems in my apartment (one caused by me), and he sent someone to help me the same day. My water heater broke and they fixed it within a day, even though it happened during a weekend.
