It's 10/17/2015. Been living in a townhome for 2.5 years now. I live on the upper unit, hoping that insects, centipedes would less likely to crawl into an upper unit compared to a lower unit. I am really trying to get out of the place, but as you know the city is going wild in terms of rent and rent prices for 1br/1ba are up to $4000 now. But let me just walk you through my ordeal with this management and their power that they have. However, this is not their city, and I'll also give you the tools to take them to court. 1. Within my first year of moving here, I requested them to change the carpet, as the wooden flooring, would keep insects and other carpet beetles from nesting in the corners, within a year, I started to find the rolly pollies and carpet beetles in different corners of the home. Upon showing several pictures to the maintenance department, they probably did the minimum work, by putting tanglefoot glue around the house to catch these insects. 2. As a usual complaint, you can't ever have your windows open, otherwise, there's going to be a ton of spiders, dragonflies, moths that come into the house and you're constantly going to be having to deal with them. Instead of that, I asked maintenance to install screens on the windows. I was given a number, and the lady asked me how many windows, and charged be 65$/window. This is how ridiculous Parkmerced is. I am going to make sure to cut the screens, before I leave. 3. No ventilation in the bathroom, which is why you'll get a mold problem immediately, luckily enough, I know how students live in college and how they maintain their unhygienic lifestyle. Within my first few months, I bought Bleach for the Tiles, Swifter, a powerful Vacuum Cleaner and installed the screens. Still have a little bit of the mold problem, but with the screen, and me constantly cleaning the bathroom, I've managed to keep the bathroom clean. 4. You're going to get a mice/rodent problem no matter where you live in this Apartment complex, so because, they don't monitor their sewage, and don't have a backflow their water pipes system, the rats find a way to live in the pipes, and can squeeze through the pipes in the night, come into your kitchen, eat anything on the kitchen counter and go right back through the pipes, before you wake up. Calling maintenance is pointless, writing reviews on Yelp is pointless, asking for your money back is also ludicrous. 5. My main thing, was since, the city has gone out of control, I am unable to find any other place to live, this is why I'm stuck with this hell hole. I live on the quieter side of Parkmerced closer to the lake, so you're not going to get the rowdy students throwing parties and breaking windshields. My suggestion, would be to invest in some good pest control services, if this is the only place you can afford and hopefully live the city, when it comes time, because this place has been standing here since 1980 and nothing has changed, as I hear from residents. There's still a rat/rodent/mice problem. They have racoons, going through your garbage. They have the same problem with ventilation and molds growing in the house. 6. When you get into a dispute with the Management, make sure you take their names down, specially the folks that work in the front office. They have more at risk than the owners, property owners. So, being 1 day late on my Rental Fee, also because it was because my automatic payments had stopped, due to lease renewal. I tried to explain this to the management and the rental office, that you can see my record, there's no reason I would want to make a late payment, but they are hungry mongers for your money. There is absolutely no room for negotiation. The lady on the phone was rude, I wanna say her name was Donna. After several attempts, I just had to pay their over priced late rental fee. 7. My suggestion would be to visit the DBI (Department of Building Inspection), http://sfdbi.org/filing-complaint website and schedule an inspection. Record videos, pictures, with timestamps and dates and logs of you reporting it to the maintenance, otherwise your case won't hold up. File a complaint with the DBI, you could essentially not pay rent for the whole time, that they don't fix your problem. File a Class Action B/C action lawsuit for the illegal and unregulated living conditions at this property and they would have to settle, all residents should know about this law and should use it against Parkmerced, then they won't be so busy renovating their Rental office, for pete's sake, who lives at the Rental Office. Section 37.10 in the Rental Ordinance protects tenants from landlords such as Parkmerced and can take them to court, just make sure you document everything.
