Seriously, don't live here.

The day we were looking at units, someone actually came out on their balcony and told us not to move here (you would have thought that would be a clear enough sign, but no). It was a really big place for a really low price, so we went for it anyway. That same guy started posting threatening notes on my car for the few days it was parked near HIS building (the next building over) rather than MY building. How dare I park in a vacant parking spot that was not directly in front of my unit (they're not assigned, by the way, and the parking lot is enormous). The very night I moved in, someone smashed my car window (worth $200) to pry out a $60 car stereo (seriously?). There were a TON of car break-ins over the next two years, on nice cars and junkers alike. I can remember at least 6 occasions when the NCC police sent officers in to try and track down people who had run into the complex to avoid arrest. There were countless more instances of the NCCPD being called in for domestic violence, break-ins, etc. Seeing red and blue lights outside my window became a regular occurrence, and no, it did not make the area safer. It just meant someone was on the run, or another one of our neighbors had either committed a crime or been victim to one. The NCC had regular patrols going through the complex after a while, but it didn't stem the crime. The unit itself was extremely old (ALL of these were built in the 60s and have not been significantly updated since then) and I ended up having to take apart every outlet to fix the wiring myself because our appliances would short out or send huge blue sparks out of the wall. The A/C unit leaked into the ceiling for a solid two years despite repeated calls to maintenance, and the heating and cooling elements in our HVAC systems went out at least 4 times over that period. Windhover doesn't actually have a maintenance staff, they just have a group of old dudes with no certifications that have NO idea what they're doing, and they send them in (once you've called about the same problem at least three times) to tinker and make it look like they're fixing things. During the winter, a few of these old dudes would sprinkle a bit of salt around every once in a while. I'm in my 20s and able bodied and I busted my --- more than a few times on the solid sheets of ice that would form outside the buildings, trying to get to my car. They did plow every once in a while, but it would be a single run that would pile the snow up behind your car. Not exactly helpful... OH. My favorite part about living here? Shortly after we moved in, a group of guys moved into the basement unit (1100 block) and a distinct odor of marijuana (growing, not smoking) became a daily occurrence. About six months later another group of people who were friends of these guys moved into the next floor, and so on, so forth until our entire building was inhabited by weed growers. I know this because of the constant late night traffic BANGING on the doors demanding their product. Do you think the complex managers knew? Let me put it this way: by the time we moved out, a few of these tenants had installed SECURITY CAMERAS ON THE OUTSIDE OF THEIR DOORS to monitor who was coming around in the middle of the night. There were two SENTRIES posted at the entrance to the building who just hung out, all day and all night, on either side of the entrance, doing nothing but watching the people come and go. You think I'm joking... move here and find out what it's like. And when you're finished, run like hell. Some kid got shot in the head right outside our old apartment not six months after we left. In retrospect, living here made me realize just how bad this entire area is. Tons of transient living space right down the street from Section 8 housing and right off the highway from Baltimore and Philly... bad news. But I don't know if living here and risking your life is worth that little tidbit of "life experience."
