If you're planning on living in/near Wheeling, you should *highly* consider Foxboro. The leasing staff is top notch and deserves all 5 of my stars. The complex itself is well-kept due to the high standards set. Floor plans are spacious, the apartment amenities are fairly decent, and maintenance inside and out is clearly a priority. The location is pretty nice. Wheeling is a safe town with a good mix of culture and friendly citizens. Wheeling is also very close to Allstate, and many who live here are Allstate employees as Foxboro is clearly a popular choice for them. Also, though I rarely used it, the fireplace is an excellent addition to both the look and functionality of the apartment! The pool is great, and the ability to play tennis and volleyball allows for frequent positive interaction with neighbors, which I feel counterbalances the first negative below.
The neighbors are generally friendly, but slamming doors and parking like it's guessing game is pretty common. Sharing a laundry space with these people tends to be a bit of a guessing game as well, since, more times than not, one person will monopolize washers and dryers for several hours, so you're forced to gamble whenever you need to wash your clothes (especially if you have to walk through snow to get there.) But I would guess that all of this is a frequent occurrence anywhere you live.
The second con is just a minor one, and I think another review covered this, so I'll just attest to it: the heat and a/c are annoyingly loud. On the plus side, you'll save money on heat and a/c merely because you'd rather be slightly less comfortable than have to turn up the tv or shout at the person next to you every time it gets too hot/cold.
I would rate Foxboro at a 4.7/5. It would be my top choice for Wheeling-specific locations at this price range. It's not perfect, but it's definitely a fantastic deal for the price you pay.
