Resident 1999 - 2006

Uninhabitable

Under no circumstances should anyone with children, pets or self-respect move into this place.

I've lived here 7 years and for the last 3 I've been unwilling to leave the apartment after dark; and I say this as a black-belt in Karate. The only reason we stayed was because of the proximity to my job, coupled with my desire to avoid paying two car payments at the same time. Every week there has been one or more incidents of increasing levels of severity, including rape, forcible entry and burglary. There have been car break-ins in broad daylight.

Also, after complaining to the management staff about maintenance problems, my ground-floor patio was trashed and eggs were thrown against my windows. I cannot PROVE that this was done in retaliation, but coincidence can only explain so much.

When we first moved in the staff actually seemed to have some degree of customer service in mind; however, with each subsequent staffing change (and there have been several, sometimes two or more within a year) the degree of customer service has declined. The current staff defies description; to say that they are rude and uncaring is a degree of understatement previously unknown.

A number of items of some interest:

1) approximately 3 years ago, one of the buildings was partially (about 12 units) destroyed by fire. They are only just now being restored. It is painfully obvious that the cheapest available materials & workmanship are going into the repairs.

2) When we first signed the lease, the staff promised us that they would accept packages from the US Postal Service & UPS/FedEx. A couple of years later, during Christmas of all times, the staff decided they would no longer accept such deliveries. This was done without notice or apology; basically the residents were SOL. Eventually, it came to light that the reason this was decided was that some staffer left the office unlocked when they left for lunch and several packages were stolen.

3) There has been a long-standing policy that if you can report & verify any violation of the rules & regulations, you will recieve a discount on your rent. This means that all of your neighbors will be watching you, and some of them do so with frightening enthusiasm. I have had people actually stand just outside my windows and quite openly stare into the apartment, trying to find fault.

4) The complex management stages parties at the poolside at several times during the summer, July 4th most notably. All well and good, but they (the staff) refuse to police these parties, allowing them to go well beyond posted end times. When I complained on one such occassion that I needed to sleep in order to function at work the next day I was told that the staff had no control over when the parties ended and that I should learn to "live with it".

5) The ceiling of the apartment we live in (but not for much longer) leaked horribly when we first moved in. Eight months of complaints and a partially collapsed ceiling (about 3ft by 5ft, 50# of sheet-rock smacked into the counter-top between the living area & the kitchen, insulation, foul water & gypsum mud all over everything) the repairs were done ONLY after I collected a pint of the reaking, tea-colored & cloudy water, put the container down on the managers desk and speculated on just what forms of bacteria might be cultured from such a sample.

6) The smoke detector in my apartment was non-functional for the last 6 years. This was after one of the maintenance staff "fixed" it. I wonder how it is that exposed, live wires protruding from behind the unit can be considered "fixed". It has only just been replaced after an inspection by the Rockville Housing Authority.

I could go on for some time in this vein. I genuinely believe that any positive reviews there may be with respect to this place have been planted here by staff members. No-one with any experience living here would actually say it was anything other than a hellish experience.
