I lived on Halsey Street for 2 and a half years. It was ALWAYS LOUD. At 5:00pm, people would go out on the stoop with their boom boxes, then others would arrive in their little 2 bit Honda's, with the 3,000 dollar stereo, and proceed to play Reggaeton, and Rap till 2 am on the weekdays, and 4 am on the weekends. Drinking was always involved. One night I was making my routine call to 311 to report noise, in which they never did anything about, the thugs on the corner decided to shoot a person 5 times in front of my building. Only then did the cops arrive. Never a moment's rest. the residents are loud. There is garbage everywhere. You MUST watch your back. Lock the doors. Use the peep hole on your door. NOISE, NOISE, NOISE, and GARBAGE, GARBAGE, GARBAGE! I lived there because it was all I could afford. If you are a female, avoid this neighborhood at all costs. The L train is the most unreliable and overcrowded train, and you are stuck with it. All to frequently it was not online due to construction and malfunction. The only good thing was that the apartment I had was very large, and the land lord, was incredible. Any time I needed something he was on the spot!
