We visited Charter Oaks since its website made it look like an upscale property. Upon walking into the building with the rental office, we were shocked by the smell. The property manager took us to see a two bedroom that had recently been vacated by a tenant. She said that a cleaning crew hadn't been in to clean the apartment, but we knew we couldn't live in the building the apartment was in because of the animal smells in the hallway. The grounds were well-maintained, but the buildings themselves left much to be desired. After showing us the apartment, the property manager began suggesting other complexes to us, as if she knew Charter Oaks did not stack up.
