Awful Place To Live

This townhome community seems perfect on the outside when you visit, but you quickly realize it is an absolutely horrible place to live. We have heard other horror stories relating to this complex, but I will try to stick to things that we have personally experienced to give as accurate an account as possible. 1. When you look on their website (http://www.lisspropertygroup.com) under this complex, they will talk of a "sparkling swimming pool". This pool is nonexistent. Next door at the adjacent complex there is a pool that is currently closed due to construction, but we were never told about this until after we moved in and had signed the lease. 2. You sign a lease saying your gas usage will be submetered when in fact you have to pay a flat fee every month for this service. They sign you up with an absolutely terrible company called NWP that makes you pay a flat $25/month fee for "domestic hot water/cooking gas". This is in addition to the $35/month fee you pay for cold water/sewer, which is in addition to the $3.25 "service fee" they charge you for simply having an account, which is on top of the $2.50 they charge you for a "expedited payment fee", aka paying your bill online. NWP is an absolute joke of a company and I have spent MULTIPLE hours on the phone with them trying to straighten out charges (being charged twice in the same month, being charged for time before I moved in, etc). 3. When you move in, you fill out a checklist of things that are either broken or need to be replaced and the property manager is supposed to fix these issues. We filled ours out and 3 months later practically none of the things on our checklist were fixed. The lights in our townhouse flickered randomly. The fan in our bathroom never worked. Multiple electricaly sockets were either broken or separated from the wall when pulled on and thus posed a safety hazard. The doorknob to one of our closet was broken, leaving that closet unusable. Tiles were missing from our kitchen. Molding was feeling away from the way in the kitchen and bathroom. There was a jagged hole in the wall near the washer/dryer unit that bugs routinely crawled out of. All of these issues were on our move-in checklist and never addressed. 4. Your neighbors are disrespectful and loud. This was by far our biggest complaint. There is a sign posted banning the use of bicycles, skateboard, and rollerblades yet these are used everyday inside the complex. The loud, cracking sounds of kids using their skateboards on the sidewalks reverberates throughout the complex every day. Kids fly through the sidewalks and common areas on bicycles in a dangerous manner. Since small dogs are allowed, many tenants have them and they bark CONSTANTLY. They keep them chained outside and whenever they see each other they bark and snarl at one another. It seems like everybody in the community sits outside and drinks and smokes. During the summer months, we were forced to keep our windows closed every night because of the loud people outside yelling, the dosg barking, and the smell of cigarette smoke filled our unit. The bass from our neighbors music made the walls of our unit shake. It was so loud most times that my wife and I could identify the song. 5. The grounds are landscaped so they look decent, but there are cigarette butts that litter the complex. Empty liquor bottles and beer cans line the sidewalks most mornings. Shopping carts from adjacent stores somehow find their way to the common area of the complex and are left there for kids to play with and make loud noises with as they push them around and play inside. One two occasions I saw a homeless man sleeping near the main parking lot. 6. Although they will not tell you this, they rent a large percentage of their units to some kind of mental instituion, recovery center, or addiction rehab center. I am not sure of the specifics, but what I do kow is that you will commonly (like every time you walk to your car) run into people talking to themselves, dressed in ragged/torn clothing, begging you for cigarettes, or just sitting near the parking lot staring at you. On one occasion one of these people vomited near my wife as she walked to her car on her way to work. It is a very uneasy feeling being around people like that that are unwell. We heard rumors about one of them trying to commit suicide before we moved in, but we cannot confirm that. 7. There are a handful of people that "dumpster dive", meaning they go through the complex's dumpster and snoop through your garbage. It is not uncommon to see these people going trhough your trash and pulling random things out and placing them in a plastic bag. I confronted one of these people, but it didn't seem to help. Make sure you buy a paper shredder or dispose of your garbage elsewhere if you decide to live here. 8. Aside from a VERY nice and helpful woman named ------ (might be spelled wrong), most of the people at Liss Property Group are very rude and disrespecful. My wife call up one time to have a concern addressed and was very calm and polite and was told by one of the employees something to the extent of "just because you are having a bad day don't take it out on me" and yelled at her, causing her to cry and hang up. They don't care about your concerns at all. 9. READ YOUR LEASE CAREFULLY! They make no mention of the pool and fit in MANY hidden fees and stipulations. We hated this place so badly that we broke our lease and moved out early. This place was spotless when we left. Much to our surprise we received a bill a few weeks after moving out for the amount of $90 for a "carpet cleaning fee" that they charge all outgoing tenants. Ridiculous. 10. The lighting at night is terrible and unsafe. The fog lamps that are supposed to be on at night to light the sidewalks and pathways from the parking lots to the building flicker or don't work at all. We both felt very unsafe at night walking to/from our cars. 11. Many of the tenants are "undesirable". This is in no means related to age, sex, race, ethnicity or anything like that, but they are just bad people for the most part. They let their kids run free outside and play ball outside our unit after 11:00PM during the week. They yell, scream, and get drunk on the sidewalks (where they hang out), which just happens to be about 4 feet from the front doors of each unit. You can hear EVERYTHING. They have no respect for the privacy and comfort of others. You will grow to dislike your neighbors very quickly, which is unfortunate. We heard rumors about certain people in the complex selling drugs, but we cannot confirm this. 12. We actually chose this place to live in because we wanted a quiet environment and we thought the fact we didn't have any neighbors above/below us and our own private entrance would provide us with that. It is exactly the opposite. The walls are so thin you can hear music through your walls. Your first level is right next to the sidewalk, so everything that happens outside (and a LOT happpens out there) you can hear inside. We had to use fans or noise machines to drown out the sound of people getting drunk, yelling at each other, smoking, kids playing and banging balls up against our door/wall, and whatever else was going on. The units themselves aren't terrible, but the living conditions are. We toured this complex and signed the lease thinking we'd have a quiet, enjoyable living environment and it turned out to be anything but. The location is awful as well. If you want to go anywhere you have to take 95 from the Woodhaven Rd. exit (which is always backed up and like 15 miles from center city) or Roosevelt Blvd (which is documented as the 3rd or 4th most dangerous road in america, google it to see what I mean). Do yourself a favor and DO NOT LIVE HERE. I've included some pictures below of various things I have talked about.
