BUILDINGS NEED NEW INSULATION/BETTER WINDOWS

I have been a resident at Colonial Village at Inverness for 2 years now. I live on the 3rd floor in a one bedroom apartment. I have vaulted ceilings and 800 sq. ft. I do not want to bash to hard, but I have had constant problems since day one with my air conditioning! TO ALL NEW RESIDENTS considering moving in: I understand that Alabama has hot summers. I also understand I live on the 3rd floor, with vaulted ceilings. I had a digital thermostat installed a year & a half ago because the mercury ones are not only poisonous if broken, but are WAY off, up to 5 degrees difference. (this is why they use them, so if your apartment is 5 degrees hotter than your thermostat shows, it won't kick on, thus "there is no problem") Once I installed the thermostat, I saw no difference. The problem I am STILL having is I will set my thermostat on 74 throughout the day while I am here (off days, weekends) and the AC will kick on around 8 or 9 a.m. and will run, I ---- you not, ALL DAY LONG, sometimes for 14-16 hours, before it can cool the apartment back down to 74. 74 is NOT un-realistic people, even for a 3rd floor apartment! Now, I would not be too upset if my a/c was running that whole time and "SUSTAINING" the set temp of 74, but NO! My apartment has gotten up to 85 before on the hotter days, and normally gets up to 80-82 on moderate days! THIS IS UNACCEPTABLE!!!!!!!!!!!!!!!!!!! I had a power bill last summer for $200.00! Lets see, i'm not too good at math, but was it 800 square feet divided by a 200 dollar power bill' AGAIN, UNACCEPTABLE!!!! Now, this is not to say that the management has not attempted to correct the problem. They have replaced my outside unit, cleaned the inside unit, installed a ceiling van in the vaulted ceiling (AWFUL design construction to not have them installed from the get-go in a 3rd floor vaulted ceiling apartment!) but NOTHING has worked. NOW it is time to hire new staff or get someone who knows what the hell causes problems such as these to FIX IT CORRECTLY!
OK, enough of my anger, i'm outta here in a month anyways!
DO NOT LIVE HERE IF YOU LIKE STAYING COOL ON YOUR OFF DAYS! I do NOT like to sweat in my own "house" on the weekends when i'm trying to relax!
