Needs Some Improvement

This is a great apartment complex if you are a student, but not so much if you enjoy your peace and quiet and expect your neighbors to be considerate. This complex seems to be dominated by Samford and UAB students, which for me has been a source of major headaches.
When I first moved here in the fall of 2005, I had constant problems with my next door neighbors (who just happen to be college kids who belong to a fraternity) having extremely loud and disruptive parties every Thursday, Friday, and Saturday night. Their antics included loud music, people yelling and jumping around (or whatever they were doing) that literally shook the wall we shared, urinated off their balcony and onto my car (my garage is located directly below), slamming their door, and shouting "Chug, chug, chug" over and over.
As a female, I did not feel safe when this occurred. Phone calls to the off-hours management/security people had no effect whatsoever. However, two of the regular management staff (one of whom is no longer there) were very helpful and sympathetic, talking to the tenents on my behalf several times until the situation got much better. Unfortunately, my neighbors still slam their door all the time and dump beer and cigarette butts and ashes over their balcony (and onto my car, which I've had to park elsewhere). Maybe these are the neighbors from hell, but consider yourself warned.
The parking situation sucks because there are no lines because of the construction. People tend to park where ever they feel like, and it makes the place seem like an obstacle course most days, and it doesn't help that the complex is poorly laid out. There are not enough street lights to light the entire complex either.
A lot of tenents have pets, but I have yet to see any one of them pick up after them. Just the other night, I counted 17 piles of excrement on the ground in a 15 yard by 20 yard area. There's a $100 fine for this, but it's obviously not enforced.
The fitness center is a joke. It contains 2 broken down treadmills, 2 elliptical machines, and a crappy bike. There is also one of those all-in-one weight machines. The complex does not clean or maintain this facility in any way, shape, or form. It is filthy, and I am sick of trying to work out when other tenents bring in their kids or pets while they work out.
For all of these bad things, I do like that the apartments are new, and my 2 bed, 2 bath, 3rd floor apartment has more than adequate space for 2 people. My only gripe there is a lack of kitchen cabinet space (or maybe I just have too much stuff!). The maintenance staff seem nice and have responded to my repair needs within a few days. The pool is nice and doesn't seem too crowded on warm days.
I would recommend this to a college student who has extra money to burn or to someone who doesn't mind hearing their neighbors or who can tolerate annoyances like I've listed above. Otherwise, stay away if you actually want any peace and quiet.
