Nothing but constant vibrations from annoying neighbors

The apartment setting is very nice and wooded. I live in a middle floor (walk-in level) apartment. When I moved in did not have anyone below me, which was very nice. Then a guy with tv theater system moved in, dealt with noise and vibrations for about a month, he finally turned it off and no more problems after complaining. Then got a guy behind me who smoked inside apartment, terrible stage cigarette smells on one end of my apt. Luckily he was not there very long and had to move due to illness in family. I thought it was bad then, well the neighbor from h---- moved in. Then all I got was Boom, Boom, Boom constantly and heavy vibrations all the time. He does not work outside of home and stays up for nights at a time. Finally after numerous complaints noise is better. Office was rude though. Now for a time have started smelling weird chemical drug type smells. Did some research and I think the guy does meth. Have complained to police and office knows about it. It is still going on. When this guy is home, the constant vibrations are horrible. It feels like you are on a ship. Especially at night while trying to sit, read or sleep. Then new neighbor moved in on top of him and they seem to be a little shady too. I think the management does not investigate new tenants properly. The noise and vibrations from annoying neighbors are horrible. My friend lives in upstairs unit and she had to move bed into livingroom to get away from noisy neighbors and cigarette smoke. If you move here, make sure you get where you can have the least number of neighbors possible and do your own investigations of the neighbors - young noisy type' smokers' etc. Sign the least amount of time on lease just in case you end up with the neighbors from h----. Oh my son lived in a corner upstairs unit one time and it was only rarely a noise problem for him. Although he did have a smoker below and that was annoying. The grounds are very wooded, secluded with trail, but there is always trash around on the ground. The cleaning crew doesn't seem to care. There is always trash on the grounds behind me. They do love to have the leafblowers go by though in the early morning hours and they should spend the money on trash pickup. Water is a major issue. Constantly turning it off, sometimes no warning, always on major holidays. Water stinks for a period after, do not drink. Robberies, car thefts go on regularly. Seem to always be fire trucks around here.
