The apartments themselves are above average. The appliances are slightly dated, but the maintenance staff does an excellent job in making sure everything stays in a working order.
Parking:
There are many more parking spaces than you actually need.
Noise:
Yes, there is a lot of noise from the nearby airport and train tracks, but after a day, most people learn to ignore it. Additionally, the worker crews outside have been noisy and sloppy.
Grounds:
Immaculate. Every morning, the maintenance staff drives around the apartments, cleaning up every piece of stray trash (and every stray cigarette butt) they can find. Unfortunately, the sloppy construction crews leave messes and nails in areas that are not immediately noticeable (the nails blend in with the black ground).
Safety:
Yes, there were some break-ins and a shooting. The shooting involved a robbery attempt where the robber was shot to death. The two accomplices were later caught. Aside from this incident, the apartments are in a decent place (not a high crime zone). Unfortunately, things like this can happen just about anywhere, and since the suspects were apprehended, there have been no further problems. The lighting, however, could be better. It is very dim late at night. The doors are solid, the locks are very good, the walkways are open, and police often monitor the area (even at night).
Construction:
Average. The floors/ceilings are permeable to sound (and smells). The walls are average.
Maintenance:
Most members of the maintenance crew are average workers, but often, there's a really nice guy (I think the main maintenance person) who you just want to be friends with. He'll talk to you while he's fixing your problem and goes out of his way to make sure everything's perfect. They are all very knowledgeable and friendly, and aside from taking a few days when they have many requests, they are usually acceptably fast. Additionally, when routine maintenance (such as cleaning air filters) needs to be done, you will receive a notice on your door describing which day the maintenance person will be in the apartment for upkeep.
Staff:
Cindy - main manager. You'll rarely see her without a smile. She's overworked, but always has time to deal with any issue you have.
Other office staff - all very friendly
My only complaint is that they are often unavailable for more than an hour during lunch, and often close the office early without warning. This is only a minor inconvenience.
Price:
For apartments like this, you won't find a better price in this area.
Overall:
This is a great choice for anyone on a budget looking for safe, well-kept, and reasonable apartments. For this price, you will find no better place.

I would like to comment about your comment about the office staff being unavailable for lunch or closing early without notice. I agree this is only a minor inconvenience. However, us as residents need to stop and think about it. There are only two full time office employees on staff and with all that is going on currently on the property they appear to me to be snowed under. I honestly don't know how they survive and manage to keep a smile on their face. I am sure there are task they have to take care of during the day that we are not aware of (bank, post office, etc). My hat is off to these girls, and it is like you said. They always seem to have time to listen to us and I am sure they are very busy. And I think it is great they care about us the resident and do take the time to simply talk. Maybe we take advantage of that sometime when they are busy.
