I've lived in Festival twice now. The first time was back in the late 90s. Next was 2005 through 2006.

The management is pretty good. Susan has been there a long time, and is friendly and approachable. Kasey is great, and a real people person. Their maintenance guy, John, is first-rate.

The apartment itself wasn't that hot the second time. When I moved in, it was rather dirty with only the counters seemed to having been wiped and the kitchen floor mopped. The rug was quite stained in spite of having been steam-cleaned, and had cigarette burns on it. The previous place I'd had was spotless, and quite nice. Overall, the apartments are relatively nice; it's particularly nice to have the alarm system, which is a good segue to the next point.

Festival is in a fantastic location, as it butts up against the park with the Shakespeare center in it. It's a nice park: a great place to run, take the kids, or walk the dog. However, it's also across the street from another complex called "Vintage Point." This place was originally "Ski Lodge."

Back in '99 I watched some of their finer residents cross the street in a group of five then come to our complex, knock over the soda machine, and take all the change out. I had a coworker come in town and stay at the Mariott on the other side of the complex, where he was robbed at gunpoint in the parking lot. The robber of course ran into the complex. It's very ghetto, which is another good place to segue.

Festival was once pretty nice. However, it seems there are quite a few of the more thuggish types residing there now. I'm not exagerating when I say they drive through the parking lot like it's their personal speedway. If you have kids, don't even fancy letting them go out to play where they may end up in or near the parking lot; the way folks drive through there makes it entirely too dangerous throughout the day, and particularly during rush hour.

Additionally, a number of the residents seem to think the entire world likes rap music. So they're sure to play it at volumes to reach the entire world. As they drive through the parking lot. Sometimes at well past 12am on weeknights, and pretty much regularly through the day.

I think it could go either way: I've enjoyed living there, and overall have been satisfied with it. However, it's also at a pivotal point where it could become more like the complexes that surround it, particularly the one across the street from it. Time will tell.

I have lived here for 6 years. This place is quiet. Just like any other apartment community, once in a blue moon, yes, someone will ride through the property with loud music. But I can promise you- management and maintenance is on top of disturbances and those issues are immediately resolved
