HIGH electric bills!

I live in a 2 bedroom apartment and for two months our electric bill was $200 for 2 people.. IMPOSSIBLE.. then it dropped to $80 one month and is always fluctuating and no one can seem to figure out what is wrong. It takes FOREVER to get maintenance out to your apartment, IF THEY CAN FIGURE OUT WHAT IS WRONG. VERY overpriced and not so good of a location because of rail road tracks and train does come by OFTEN!
