I lived at Country Brook two times. Once from 1994-1996 and once again from 2000-2001. The first time we lived here it was great. Unfortunately, I cannot say the same about the second time and that's what I will comment on here.

First, the apartment I was in was part of the first phase of construction from the mid-1980s, and the sound insulation was non-existent. I regularly heard my neighbor's sexual exploits, which was particularly interesting considering the husband was at work. :) Also, when I would get home from work late in the evening and turn my TV on at a reasonable volume (quiet enough that you could not hear it in my bedroom), the old lady downstairs would start banging on the ceiling and yelling for me to quiet down. I turned it down as quiet as I could while still being able to hear it and she still continued to bang and yell. So, I was forced to listen to TV at night with headphones on.

Additionally, I had many problems with the dishwasher, air conditioning and stackable washer/dryer. The dishwasher failed within weeks of moving in and proceeded to leak large amounts of water onto the kitchen floor and surrounding carpeted areas. It was an old dishwasher and beyond repair, yet it took them over a week to replace it. Then, the stackable encountered a problem and started leaking all over the kitchen. I had to fix this myself. The worst part was when the heat pump/air conditioner failed in the middle of summer, when it was well over 100 degrees. I was running the air conditioner full-time and the apartment was over 90 degrees! They insisted it was working normally and could not keep up with the exceptionally hot weather. I could not believe they would insult my intelligence - most buildings and homes in Phoenix have no trouble maintaining a comfortable 75 degrees even when it is 110 outside. In the middle of the summer, it took them over four days to replace the heat pump with a new unit. I was forced to eat Otter Pops all day to stay cool and could not sleep at night and was forced to stay with relatives. They refused to pay for hotel accomodations. Again, it was only when I threatened legal litigation and replacing the unit myself and subtracting that amount from my rent (which is allowed under Arizona Landlord/Tenant laws) that they got the unit replaced.

Then, due to a job loss, I was forced to move out just 2 days after renewing my lease. I spoke with the manager and she was completely unwilling to allow us to void that lease. I was able to negotiate a deal with her whereby I would continue to pay rent on the apartment until it was re-rented, rather than having to pay their exhorbitant lease break fee. Unfortunately, I failed to get this in writing and several months after moving out I received a bill from their corporate office for over $1,500! I attempted many times to cordially resolve this at their complex office and was asked to leave and call corporate. They refused to acknowledge the deal they had made with me and lied to the collections department at their corporate office saying no such deal had ever been made. I refused to pay the bill and they threatened to take me to court.

They also attempted to charge me over $200 in cleaning fees, even though I had my mother and grandmother over to help me clean when I moved out and they are both very meticulous cleaners. The place was spotless when I left. I had to threaten litigation in order to get them to remove these charges from my bill.

The reason I am posting this now, in October 2004, is because they still refuse to give me an honest dollar amount due, per our agreement. They have since lowered the amount due to approximately $550, but have yet to show me what that number is based of off. The customer service from the office, maintenance, and corporate office staff is unacceptable and unprofessional. If you are forced to reside at Country Brook Apartments, I strongly encourage you to get EVERYTHING in writing from them, including any promises made by management or maintenance guarantees. If you have the choice to reside elsewhere, I would recommend that you do. I am more than happy to respond to any inquiries about my experiences at the above email address.
