The other reviews are pretty much dead-on. I left in 2003, when the management company decided to raise everyone's rent to "market value" in one fell swoop. My rent would have increased almost 25%. Every last one of the long-term residents moved out & a bunch of trash moved in from the little slum across the street.
Why did they do that' Simple economics. If they can prove to the government that all their residents pay an unseemly amount of money to live in those old units, than the government will subsidize the rent of section 8 people to that (new, higher) rent. That would also explain the annoying unannounced HUD inspections.
Since then the rent prices don't seem to have gone up much, but I'm really surprised to see that utilities are no longer included. Heating in those apartments was really substandard, and I definitely wouldn't want to have to pay to heat such a drafty place.
Since MEB (Morrison, Ekre & Bart) took over management of this property (I believe in 2000 or 2001) the living conditions and maintenance response times have went from OK to bad to worse. FYI - MEB also manages two of the top ten auto theft hot-spots for 2006 in Tucson, AZ (numbers 2&3 according to the Tucson police department web site). Bottom line - I'd stay away from any apartment managed by MEB.

I am very sorry to hear of your experience at Forest Heights (now Aspen Leaf). MEB, the Ownership and the site team truly care for our residents. Aspen Leaf is not a government subsidized housing community although we do offering comfortable, affordable housing to anyone who qualifies. We abide by all Arizona statutes with regard to inspecting the apartment homes; we provide each and every resident with at least a 48 hour notice of entry. When entry to an apartment home is made, it is most times to effect the completion of requested work orders-although sometimes we must enter in the event of a true emergency such as a broken pipe or overflowing toilet. We respect the privacy of all of our residents-Aspen Leaf is THEIR home. Please allow us the opportunity to regain your trust-we are here for the Residents. Thank you!
