What a nightmare!

Weve lived in the Butterfield since 1999. At first, it was really nice. Now it has become a stressful, inhospitable place to have to live in. First, we get a next door neighbor who lets her dog run loose and defecate and urinate all over the shared balcony. A complaint to the manager did nothing. She finally moved out. We now have a neighbor who comes home drunk at 2am, yelling and hollering all the way tromping up the stair every night. She lets her dog run loose and yells for it at the top of her lungs after midnight. This isnt even half of the noise problem. Numerous complaints to the manager did nothing. I was told that nothing could be done "without a police report". So, after two trips from the police, still nothing is done. A third trip from the police resulted in the tenants mother writing an insulting letter threatening me with her attorney because I had called the police. I showed the letter to the manager who basically accused me of making the whole noise problem up and refuses to back me up when it was they who told me to call the police in the first place! At any time, piles of dog feces and beer bottles go unpicked up for days. In the winter, we had to wait almost two weeks to get our broken heater fixed because they didnt want to incur the expense of getting one shipped second day air UPS. I have, in the past, given very good recommendations to friends and co-workers about Butterfield and some rented apartments. Now, I would not suggest these apartments to anyone because the management is poor, at best, and refuses to enforce the clearly stated rules in the lease regarding tenant conduct, not to mention the slowly decaying condition of the entire premises.
Some other points:
A.) Appliances----The stove is the "Betty Crocker Easy-Bake Oven" like they sell at toy stores. You'd find a better stove at a bazaar in Bagdad. Heat escapes from it and the whole apartment swelters in summer. On the bright side, you can heat your cold, drafty apartment during baking in winter, since the heater isn't worth a tinker's damn.
B.) Noise---Did I mention noise? I can't say it enough. If you get a noisy neighbor, you will have ZERO help from the manager. They will not intervene if your neighbor harrasses you. But you will start getting 10 day eviction notices over the most trivial nonsense to "punish" you if you complain.
C.) Upkeep---The balcony of our apartment has not been painted in three years. The paint is gone from most of the balconies on the property. Further, nails popped out so far on our balcony railing, it was unsafe to lean against.Is it the tenant's responsibility to remind management to repair their own property?? The balcony railings are management's responsibility to keep up. They haven't been painted in so long, the wood underneath has begun to warp.
D.) Trash---What is so hard about maintenance picking up the garbage strewn on the property? They only do a clean-up when they're trying to lure in tenants. Otherwise, they don't give a rip.
E.) Rude managers---The managers are rude, sarcastic and unhelpful. The turnover rate in managers and maintenance people is phenomenal. You'll no sooner get used to one manager being unhelpful when another comes to start the whole thing anew. One basically said that she was new and so couldn't help me with a tenant dispute that dated before she got there. Isn't that nice? Be sure to tell the IRS that you won't pay taxes to pay for debts the government incurred before you began paying taxes. I bet they'd love that!
F.) Six month leases---They really push this one and this is where a lot of the noisy tenants come from. I think they'll only evict if the tenant doesn't pay rent. Neighbor peeps in your window? Oh, well, prove it. Neighbor writes you harrassing letters? Oh, well, not their problem. And you'd think that after one six month tenant leaves, they'd know not to put another noisy one next to you, or at least say, hey, these folks really like peace and quiet, so no stumbling home drunk at 2am yelling. You get bad neighbor after bad neighbor in succession.
G.) Poor plowing. Many times, after snow, the parking lot and walks are not plowed and shoveled. Just not a priority to them.
H.) Unsafe stairwells. The stairs are concrete and steel. The concrete in many of them is deteriorated to the point that in winter, ice forms in the potholes, making for a very slippery climb.
I cannot warn you enough to avoid this place. It is poorly managed, poorly maintained, and you simply do not get what you pay for. They increase the rent every time you renew the lease (but offer great breaks to new tenants.) As part of your rent, you pay for the services management is supposed to provide, such as keeping the place nice, clean, and quiet. Well, you're not going to get any of that. Just not their job, I guess.
