I got screwed into using their horrible WiFi "SpotOn"... If that is a key selling point in your search, look somewhere else because this place's WiFi is slower than dial up. They used it as an excuse to jack up the rent $30.00 a month and then told me I couldn't cancel it when it wasn't even in my lease. If you have problems with it, good luck getting help, Highland's front office will tell you to call SpotOn's (the WiFi service provider) tech support, don't even get me started about them... what kind of tech support company answers the phone with: "hello'" How professional. As far as getting things taken care of, MAKE SURE YOU CHECK THE APARTMENT OUT BEFORE YOU MOVE IN!!! They are remodeling (and have been since I applied in April) the clubhouse and several apartments. Of course, they told me the clubhouse would be done when i moved in (in August, now almost November, not really close). My neighbors upstairs apparently had an elephant or something (loud stomping at 3am). My apartment smelled like an ashtray, bowling alley, and litter box combined. They assured me that the previous residents had no pets and were non smokers, which doesn't explain the hair that came out of the carpet when i vacuumed the first time, or the ash burns on my linoleum. I had to complain for about a month til they sent someone to come professionally clean my carpets, and in 2 days after the musty lemon smell wore off, the smoke smell was back again. They don't do anything about pests, I had to kill 4 black widows and 2 brown recluses in the first 3 months. The front office is at times very frustratingly painful to deal with (not at first though, they suck you in with kindness then disappear when you need help), although Christie is usually reasonable. Should you have a major problem, contacting RPI Services (the company that owns Highland) is like sending a letter by horse from Flagstaff to Russia. Yes, thats right, its impossible. It took the president of RPI a MONTH (2 emails) to "kind of" resolve my issue with the WiFi. Overall, i learned a lot from living here, mostly in the form of how to file complaints with the BBB and how to get what you want through persistance. Definitely check into other places not owned by RPI before you look here. This would be one of my last resorts had I known it would be so bad. If you have previous renting experience, make sure you check out Forest Meadows right across the street. I can't wait to move out.
UPDATE: I also would like to mention that the maintenance here is a little suspect at times. I had to get my blinds replaced because they broke. The maintenance man then asked me if they were like that when i moved in (7 months ago, yeah right). I told him that they had just broken last week, and his response was "ohh, wrong answer. We might have to charge you now." WTF' I heard recently about a fire sprinkler issue that was needing repair by a 3rd party, and that they would be entering people's apartments to fix the issue. Isn't this the sort of thing you fix in the time between renters' Sorry if I sound picky, but this place is just way too disorganized and sketch to want to live here when there are cheaper options less than 100 yards away. Another tidbit of advice: get to know your neighbor above. My neighbors like to drain coolers onto my patio and dump dog s*** onto it. What does management do' Give them a slap on the wrist. When it snows, if your neighbors do not clear off their patio, you will be under a barrage of dripping water on your patio until all the snow is gone.
THINGS I CHANGED SINCE LAST REVIEW:
Parking is down to 2 stars. They plow all the snow back into the cul-de-sacs, and take away more parking spots as the snow season wears on because of the pile up.
I would move noise down to 0 stars if I could. I regularly have to pound on my ceiling to remind my neighbors that, yes, there are people below them, and that those people like to sleep at 4am.
Grounds I will keep at 2, but I think the cinders in the winter time get awfully bothersome. They have stained my carpet, and cause nothing but problems with your flooring. I understand they help with ice, but they put so much damn cinders down it feels like you're walking on coffee grounds. As far as ice removal in the winter, its terrible, and a HUGE liability for the complex if they don't get it fixed up.
Safety is still a 1 star, drive through at night, and you will see what I am talking about. Another fun place is the laundry rooms. I have seen 5 or 6 black widows in, on, or around the washers and dryers. (As a side note, the machines barely work. The dryers do not dry completely, and they cost a whopping $1.25 per cycle. So that makes $5 for two wash and dry cycles... that's BS).
Construction deserves a zero. My kitchen is slanted about an inch to the left... my stove does not line up with the counter because IT IS LEVEL' how does that work...
Maintenance, still 1 star...
Staff, well, if you are just starting out with them, they're great. As you move in, you slowly learn how dull, boring, and often unhelpful they are. I have complained 4 times about my neighbors (including a non-emergency police call) and still, nothing.
Overall, I wish I could give a half star. This should be one of your last resorts, along with any other RPI owned complex (Woodlands Village, University Square, etc.). DO YOUR RESEARCH (here is a good place to start).

wow, i was living there when it still was called "lumberjack hill appartments" (2004-2005) it was really a nice place. during my last year they were taken over and renamed, i realized then that it was going downwards...
sad that it is so bad now, i really have nice memories from my time there... :(

Highland is the BEST PLACE EVER to live in Flagstaff! Normally babies aren't aloud to live here so I am not sure how you were approved. They have wonderful customer service and provide spacious apartments! Residents are mainly college students but who in this town isn't. I am not sure why you are so harsh about this community! HIGHLAND VILLAGE AND RPI SERVICES IS THE BEST PLACE TO LIVE!

I'm glad you took it so personally. Things like this scream management. Just a word of advice, its allowed, not aloud. If this place really was "THE BEST PLACE TO LIVE!" why would they lower rent so much? Because they're the only place in town with vacancies throughout the year. I was harsh about the community because I am paying $150 less a month to live across the street, and I don't have to put up with as much bulls***. If it is someone in management that posted this, maybe try doing your job for once so you can reverse your 46% approval rating. If not, please check yourself in to a clinic ASAP.
