We lived here for 2 years. The first year we had mediocre neighbors, no big deal. We could hear everything through the walls, but we were okay with it. The next year, 3 of the surrounding 4 apts were rented by a FRAT HOUSE and we had to deal with COMPLETE HELL for the whole year. I would rather drink bleach than move back there. The construction is crappy, we had a few sewage problems (minor). The bad part is really the crowd that is drawn to living there (loser college freshmen who smoke lots of pot and drink way too copiously). If that last sentence doesn't describe you, try elsewhere.
