No Heat! No Water! High Noise Levels! Stay away!

Years at this apartment: 2002 - 2003
I have been here for over 1.5 years! Its seems that every other week, they are shutting the water off for the whole day! Then when it comes back on it is not hot enough or SCALDING or NO PRESSURE! Then, as i write this, we have NO HEAT! and NO HOT WATER! I called the office and have been told it's getting fixed and it should be working but BRRRRRR NO WAY! Noise level is silly! Dogs barking, loud bass from stereos and TVs pound the walls. STAY AWAY if i were you! We are leaving very SOON! I'm just glad I know I won't live here for ever!
