We've lived here for about 9 months now and it's not as bad as some people make it sound. Our water has been shut off 2-3 times since we've moved in, but never for more than half of a day. With the exception of one emergency, they give proper notice and reasoning. The staff is usually very friendly and helpful, they do change staff frequently, but that's true nearly everywhere you go in any type of business.
We did have cockroaches when we first moved in, but we got rid of them with some store-bought 'roach motels' and just kept our food inaccessible to them(like in tupperware). I can see how you would have a cockroach problem if you didn't keep your kitchen clean.
I don't think it's noisy, but I guess that would depend on who your direct neighbors are, I don't see it as the manager's fault if your neighbors choose to be loud. They can ask them to be quiet, but it's incredibly difficult to evict someone because of noise violations.
The only major problem I have with this place is the massive speed-bumps. They are WAY too big and have broken the strut-mount on my car. I have honestly never seen speed bumps this HUGE!
The fixtures and appliances are older, but it is an older complex and rent is pretty cheap! We made a deal to have zero move-in and first month free! I like it here, we'll only be moving after our lease because we need something closer to our work/school.
