Content added at bottom August 2009 after 2 months residence:

I found The Springs at Gilbert Meadows one month ago. From the moment I drove in and saw little children playing on the lawn, I liked it. I let my children choose our new home, and they selected this complex. My three children and I are very happy here.

-Only $500 plus hot (central boiler) and cold water ($50') plus APS electricity ($50 for me, most people pay $100, see below) for my ground floor two bedroom apartment
-Enclosed patio
-Store room
-Organized community activities (see below).
-Two pools, tennis with loaner equipment, and racquetball (we have used them a lot).
-Online service request form
-Lots of covered parking (I can always park close to my unit).

Our particular apartment faces a beautiful lawn with huge trees where children are always playing. Your mileage may vary.

Cons:
-Next to a railroad track
-Some things are dated and old. I don't mind.
-No room lights. I installed ceiling fans per maintenance instructions.

Due to complaints in the comments about my review, I am adding info to my review:

THE COMPLEX

I'm sorry my review seemed canned. I will clarify here.

Since I moved in on or about June 11, my kids and I have enjoyed the following things about the apartments here:

-Lots of nice little kids to play with. There is a "Gilbert Public Schools Traditional Academy" next door, and I wonder if people here send their kids there.
-A "dive-in movie" (Brother Bear 2)
-A soda pop night
-A salsa night
-A July 4th barbecue
-Racquetball, tennis, and swimming galore in the two pools
-A beautiful large lawn outside our door with a ramada and two huge mature trees. One is a Cottonwood and the other is a Dalbergia sissoo (Indian Rosewood tree)

I talked to a lot of residents before and after moving in. Not a single one had anything bad to say except one person who said she was tired of apartment living. There were new residents and three-year residents, young and old. I got a lot of positive comments ("It's nice here." "We like it.").

In a month the only insects I have seen inside or out are a tiny water beetle on my kitchen floor and flies and bees in the pool area during complex barbecues and parties.

When I moved in, my apartment had no bathroom door and was missing a window screen. It took a few days to get a door installed, and the screen is (I believe) still missing. I will have to remind them about the screen. No biggie.

I think the landscaping is watered too frequently here. I will have to mention that to the manager. She's very approachable. At my house I have been sprinkling my lawn on Tuesdays only for three or four years. That really keep the mushrooms and roaches down (I am still wondering how they keep roaches away here; probably some sinister ---- scheme :-D ).

There is a gear-driven sprinkler head I couldn't figure out how to adjust that's hitting my front window and enclosed patio. I need to check that out and let them know about it. If I don't notify and remind, how can I complain'

If you like quiet, gentle, respectful people and business-like maintenance you will like this complex. Words like rowdy, wild, and broken-down just don't apply here.

APS

This area of the valley has APS service. The rate is $0.253 per day plus

$0.08570 per kWh for the first 400 kWh, plus
$0.12175 per kWh for the next 400 kWh, plus
$0.14427 per kWh for all additional kWh

I use about 10 kWh per day because I normally keep my A/C off between 6 a.m. and 9 p.m. That's why my bill is about $50. This is my first experience with APS. I don't see any problem and haven't had any trouble.

Added August 2009:
-The manager is very helpful and friendly.
-The repair people have continued to be responsive.
-There is a problem with people smoking in an adjacent apartment to ours, and the smoke coming through the walls into our apartment. Very yucky. I don't know that this has anything to do particularly with the complex or the management. Maybe. Maybe they will move me to a new unit.
-I have seen two little water beetles and some mosquitoes in our apartment since I wrote the review.
-The swimming pool pumps and skimmers are not keeping up with the debris load (bugs and hair) in the pools. Filter service, night-time vacuum sweepers, and self-service nets for resident use might help.
-There was apparently some landscape renovation at some time that put down some 1" decomposed granite on poorly prepared subgrade, to the effect that all over the complex the 1" rocks are continually spilling onto walks and into turf areas. That was an unfortunate investment mistake.
-The central laundry facility is not cooled. I have never seen anybody else using it, so maybe most people don't care about it.

No, the APS does not have the M-Power. I used that for the whole 10 years I lived here, until not. And the things you have heard about APS, while I am not sure what they are, are true. They seem to be much higher then SRP/

Ummm i'm sorry, but your review does not seem even an inch legit!!! Had to get the repair guys the first day i moved in. The electricity bills are not that bad. It all depends on how you use it.
