Cheapest and Oldest in Area

We rented this apartment because it was one of the cheapest in the area. There are several reasons for this and none of them are good. First off, this complex is one of the oldest in the area. The units are poorly insulated resulting in $250 electric bills in summer for a 2 bedroom apartment with the air conditioner never set below 80 degrees (and mostly above that). The office staff will just try to tell you that what it's like to live in Phoenix in the summer, but that is absolutely ridiculous. And because the walls are paper thin, you can hear your neighbors as if you were in the same room. I haven't had a problem with loud parties, just the day to day noises of listening to your neighbor on the phone, hearing the kids playing/screaming outside, etc. Appliances are very old, not necessarily broken or in need of repair, but definitely not anywhere near new. The units also have gas for the water heater, dryer, and stove, and it's just a pain in the butt because it means an extra bill to pay. Uncovered parking is ridiculous, and you'll definitely have to fight to find a good spot. The gates are generally broken and thus remain open. When it rains, the drainage ditches outside don't drain and the water will sit there and start to smell, very disgusting during the summer. The only problems I had with office staff was when dealing with a man named Ken, he was way beyond rude and condescending, I have no idea if he still works there as I haven't seen him. But the other staff members and the manager, Christine, are very nice and it seems like they try to help you instead of just brushing you off. As for safety, I haven't had a problem and haven't heard about any while living here. I'm just pointing out the bad things that I've experiences while living here, as it seems this is what people want to know before they rent. It's a decent place to live and it seems for the most part that the neighbors are decent (mostly families and older couples), and if you do decide to move in, find an apartment with an eastern exposure!
