Too much open drinking in the parking lot

This place presents a "good" first impressionl However, after several complaints the people above, below, and across from us continue to party loudly.
I have been confronted x2 by neighbors becasue Ive asked them to turn the music down.

The party above me has a large pit bull who is also very loud when jumping on the ceiling!!!!!!!!!!
