I was fooled into thinking because a place is new, it is better.

Not really.
You really can hear everything through the floors and walls.

I used to live somewhere where when someone was listening to music or TV too loud, the manager would call them or politely knock on their door to have them turn it down.

Well, here, they just let it fly.

I mean if someone complains 4-5 times about serious music, and noise, don't they like serve them with a notice, and possibly "three strikes your out"' Not quite.
I don't play volleyball, and yeah it's fun, but I want my home to be my haven, and here I just feel like another faceless person.

I don't expect them to be perfect, but at least treat everyone equally.
