As a former resident, I can share both the good and the bad.
Good:
Location is GREAT, especially if you plan to use the bus.
Rent is fantastic - although you must qualify.
While the apts are rather small, they have dishwashers & are modern - renovation isn't even necessary yet.
Fairly well maintained apts - that means: they fix problems in your apt very quickly - and usually with good workmanship.
Your income must be low enough to move in, but you can stay forever no matter how much your income increases, and the max rent is always limited by HUD. Kinda like rent-control, if you can qualify to get in.
Bad:
No storage available other than your apt.
"Iffy" neighborhood - and not all neighbors make sure that gates close securely.
Public areas poorly, or not at all, maintained.
Management seems to go back and forth between being heavy-handed and afraid to do anything.
Dogs run loose, and management is unresponsive to the dangers.
Other notes:
Built 1995.
Owned (primarily') by Terry Goddard, the AZ Atty Genl & former head of HUD in Phoenix.
82 1-bed, 6 2-bed, 6 studios.
6-storey building.
New office and community room built fall 2007.
Few children - which is neither good nor bad - but most apts are only 1-bedrms.
Good mix of community and privacy - you can take part or not - as you like.
Laundry room is expensive compared to commercial places nearby.
Rent & water & hot water included. Resident pays electric to the property, not the electric company.
Cable TV channels 122 free.
High-speed internet avail at market rate.
My overall opinion: a great value IF you like urban living, don't mind a dirty property, inconsistent mgmt., and are willing to push mgmt to correct problems.
And I would give it only an "AVERAGE COMPARED TO OTHERS" rating - but that's because mgmt is so inconsistent - if mgmt were truly responsive, then the place would get an A rating.
Parking: not secured, plenty of spaces for rent, cars DO occasionally get broken into. If the security cameras & lights worked, then parking would be safer.
Noise: on rare occasions a commotion on the property that everyone can hear - not generally a problem through the walls with neighbours though.
Grounds: was a wonderful idea & design - mgmt hasn't maintained it - property generally dirty
Safety: residents had to complain more than once to get emergency lighting replaced - still not 100%; gated but some residents don't close gates securely or purposely leave them open - security cameras present but not working. Would be considered safe IF cameras & viedo worked & if ALL security lights worked.
Contstruction: solid - fixtures generally good, although replaced quickly when necessary
Maintenance: apts themselves well maintained, property itself rather haphazardly maintained & not cleaned at all
Staff: maintenance lives on property - but can be choosy about who & when they help - to get prompt service, stay on their good side - Ofc Mgr basically competent - slow to respond to problems unless forced
Overall: only average which is a shame as it's basically a great property but with only marginal mgmt
