my review was pulled twice from this site so I'll try again.
Management instituted a "spy on your neighbor" program where if you saw your neighbor not pick up after their dog, they would reward you $50.
People actually started to use this to get revenge - our downstairs neighbor was a drunk woman who liked to bang a broomstick on the ceiling as soon as her husband left the apartment, she accused us of not picking up after our dog (we always did). The management was extremely nice before signing up, afterwards, they were unbelievable - ranging from hapless through rude and inhuman.
Quality of noise insulation: with our neighbors, we discussed how we could hear everything (toilets flushing, showers, normal level conversation) not only from downstairs to upstairs but also laterally and crosswise from and to each apartment.
The maintenance folks will enter your apartment without permission, there is one security guard who is particularly aggressive and menacing.
