I live in building 9, in the southeast corner of the complex. It's reasonably quiet here, which is good. However, that's one of the few positive comments which I have. It could definitely be worse here, but it's not really that good either.
Sometimes someone will drive a loud motorbike through the garages, which makes a terrible racket of noise. That's about the only source of noise that I notice, short of the occasional gun shots and ghetto birds (not too often).
The walkway to my apartment is filthy dirty, and the ground smells like cat urine. I've complained to the office staff four times but they have never bothered to hose it off. In fact, they have never cleaned the walkway in the ten months that I've lived here.
There is a crazy cat lady somewhere in my building, as she likes to leave out cat food, thus resulting in about 30 cats that like to hang around the area. Animal poop can be a problem, but I think that most people here are actually responsible for picking up after their pets. However, the grounds are so small that it only takes one or two irresponsible people to leave dog crap everywhere.
My unit was filthy when I moved in. It was so bad that I got ghastly sick from the fumes the first day of being there. They had freshly painted the unit, but not ventilated. Despite the new paint job, it was apparent that previous tenants had absolutely destroyed the unit and it had not been cleaned well. The linoleum floors were dark with ground-in dirt, there was dust and hairballs in corners, the appliances were nasty; especially the fridge and washing machine (ketchup, orange goo of some kind, and other crap). I spent a week cleaning before I could even move in. Even ten months later I look at scratch marks and gouges in the counters in the kitchen that make the place look trashy.
Parking is fairly reasonable. I have rarely had a problem finding a spot near where I live. Unfortunately, there are metal bars in the roofing of each garage level which birds like to perch on, which results in occasional bird poop on your car. This is a very minor nuisance.
Internet access is available via either Cox cable or Qwest ADSL. They may tell you that Qwest is not available, but it is. I have Qwest ADSL and am getting pretty a pretty decent speed rating at about 7Mbps down and 800Kbps up.
Cell phone coverage is spotty here, due to the garages and the high units. If you live on the top floors then this may not be an issue. If you live in the bottom or middle floors, you may have problems.
The office staff hate working here. You can see it on their faces. Poor Heather has a permanent sneer on her face -- she tries to smile, but you can tell from the look in her eyes that she hates you only a little less than she hates her job. I can understand though; it is a crappy job, and Camden is a crappy company.
Office staff handles packages pretty well and they are reasonably responsive to major items, but they will blow you off for minor things. Water bills sometimes don't come until the last day of the month, which is unreasonable.
As dirty as the place is, looking over the walls or just driving a block down east on Van Buren should shock you into submission. This place is on the edge of the newly developing downtown and the ghetto of central Phoenix. I've not yet been a victim of crime here, but it's something that I think about.
If you are going to ASU/UofA downtown or you work downtown, then this might be a place to live near where you work, but I can't imagine any other reason to live here. BuLYzGcKAVo8MQPlcXJq

Update: One of my neighbors just had his unit broken into... for the second time. If you live on the first floor, you are an easy target for a break-in. The unit did have a security alarm, it did go off, and the police didn't get here in time. Nobody was caught and probably never will be.
