Misleading management re lease renewal

My lease renewal options included $100 off plus free carpet cleaning for a new 6-month lease.
But the manager refused to give the $100 off, saying she would need to increase my rent for the rest of the year if I got the $100 off for renewing.
The renewal notice says clearly, "$100 off tghe first month carpet shampoo on a 6 month lease." After 7 years on annual 12-month leases, I am leaving! The car wash next door is driving me crazy anyway -- it is so loud!

ENOUGH ALREADY FROM 03/24/2007.......give it a rest! if they want people to stay then maybe just maybe they should provide running water & lighting like the other apts that I & the other tenants have lived in the past! Greenspoint should pay us for the inconvenience for the ongoing water issues & for the incompetent staff!
