Not bad, but not great either

I have lived here for well over a year after being displaced by the condo conversion craze that swept the Phoenix metro area.
This was the nicest place I could find at the most affordable price for my budget.
An important note, this place was officially taken over by Mark Taylor Inc.
effective February 28, 2008.
It is no longer managed by Gray Clow.
From the outside Indigo Palms looks quite nice but once inside my expectations were dashed.
The apartment was actually quite dirty.
I was later told this was due to the staff not having a housekeeper at the time.
There were slats missing on the vertical blinds, a foul odor coming from under the sink and the weather stripping around my front door was worn so there were gaps where heat, cold and insects would come in.
The construction is relatively solid, but I can hear my neighbors fairly well.
One big plus is that the community is made up of 2 story buildings so there aren't all the problems that come with living in a community of 3 story buildings (I moved here from a place like that.) The parking situation is not very good.
There aren't enough spaces for guests and a handful of times I returned home to find other resident's guests parked in my assigned space.
This is a problem that happens all too often as many residents can attest to.
The grounds aren't anything special to look at and are cluttered by pet waste as many residents do no pick up after their pets and there aren't enough dog waste disposal receptacles on the property.
People do litter very often here as evidenced by beer bottles, soda cans and food containers littering the areas.
People also leave garbage outside of their doors until it is convenient for them to put it in the community garbage cans.
Many people also take it upon themselves to decorate the gravel areas near the walkways, thus forcing others to see what their idea of decorating is.
Trust me, it's not always pretty site.
Many apartment communities can be very social and have seemingly friendly residents.
That is not the case here, most people keep to themselves which is fine since it is their right, but many residents here are very unfriendly and even saying so much to them as "Hi" or "How are you'" or acknowledging their existence can elicit looks of disgust or a disapproving grunt.
There are people like that everywhere you go hence apartment living is about staying apart from your neighbors, but here at Indigo Palms that "stay away from me attitude" is much, much more noticeable.
Just be wary of who you decide to approach.
We also have had problems like any other community, such as car vandalism, people breaking into other people's cars, intoxication and drug use.
Safety can be a concern also because many of the light fixtures are not working or vandalized and not fixed for a good long time.
Our courtesy patrol right now consists of an overweight, older man on a bicycle, so that doesn't do much to inspire my confidence.
One night a group of people were drunk and were playing in the middle of the night at the children's play park causing a commotion and nothing was done.
A few nights ago there were several incidents of vandalism of signs, fixtures, etc.
Maintenance is responsive but always seemingly short staffed, so it can easily take a week or more to get something fixed.
Sometimes it's not done properly and a second visit is required to rectify the situation.
Things to get fixed eventually though.
I don't know how much longer I will stay here given the soaring prices of apartments at this time.
Mark Taylor is also known for renting apartments at high rates but it's unknown if that will be the case here since this isn't what one would consider a bona-fide luxury apartment community.
Only time will tell if the new management will turn this place around, but I'm not particularly impressed and am already considering finding someplace else to call home once my lease expires.
