For two tenants who always paid their rent on time, never had any complaints about them, never had maintenance work on our apartment, we were sure brushed off by new management who, for some strange reason, thinks this place is high-class, luxurious living. Very noisy, no parking, no cell-phone reception in the apartments, and they have a contract with convergent cable where you must use their cable system that is outdated by about 5 years.

ummm... It seems to me like the complaints you have (aside from the new management) are somewhat management independent. Noisy, are you talking about residents or the construction going on next door? Parking wouldn't really change between management, unless they are not enforcing restrictions. Cell-Phone reception in apartments... see no way that a change in management would affect this. Previous comment mentions having Convergent cable, so management didn't bring them in...

Being another tenant I can back up these claims and it is MANAGEMENT! The parking problem could easily be solved but the management chooses not to for whatever reason. I know this for a fact because I presented them with a perfect solution that they completely ignored. The place is noisey for a number of reasons, none of which realted to the construction next door. Mostly idiot neighbors and their motorcycles, cars, or parties.
