Having lived there for almost two years, I would say both management groups spend more time and money fixing the landscape than working on the insides. When I moved it, I paid for a kitchen facet that would pull out and had a single handle (I hated the cheap stuff they had for all of the facets). I had them come put it in. I agreed that I would leave it with the apartment when I moved out. I spent 6 months dealing with a bug issue (I lived on the 2nd floor). I would say they need to focus their efforts on fixing the insides and worry less about the flowers on the outside.
