The main problem is that the management stays in the luxurious looking rental office, and never dares step foot into the near apocolyptic surroundings.
The "security" car gates are being swung on and eventually broken by small unsupervised children, the attempts at installing locks on the side "walking gates" are immediately thwarted violently. My apartment was broken into either by window (it was later pointed out to me how easily they can be opened from the outside by another tenant), or by key (as verified by police).
A man was caught kneeling down to peep through a hole in my blinds last weekend.
There are constant parties by 16 year olds (I mean the must let everyone know I am drinking and drunk kind).
The older population doesn't watch their children, and the ones that do do not let them outside. I am serious.
I don't feel safe any more and am moving. If you are leasing here, do not waste time here because you "signed" a lease agreement. The living environment you agreed to live in is not what is provided.
If you must live here, choose a top floor where you won't have transient traffic coming by your windows and doors, and install window locks and door security. A dog would be useful, but if you have children, try to avoid this complex.
