You know, I have lived in my fair share of apartments, so I am beginning to be quite the expert on them. Before our last move I spent other 3 months digging through the internet to find the perfect place to live...well in our price range at least. I decided on the Palisades after much debate and it seemed like a good choice at first. There is something about apartment complexes they seems to deteriorate year after year and apartment manager after apartment manager. Lets dive into the complaint to see what has happened to the nasty Palisades at Paradise Valley.
The first thing we noticed upon arrival to our soon to be apartment was the fact that it looked like it had not been cleaned or prepared for new tenants. There were several broken cabinet drawers in the kitchen that were hanging out of their spaces obviously needing fixed. The ceiling fan only had 2 blades on it when there should have been 5. There were chocolate little kid hand prints all over the glass and when asked to fix all of this it seemed we were asking the impossible and it wasn't taken care of until about 3 weeks to one month later.
That wasn't too bad of a start. We have seen worse but I wondered just how long it would take for the complex to start to sink downhill and start allowing HUD families to live here. Don't be shocked...it always seems to happen and I was just watching to see when it would occur this time.
We started noticing a lax in the office staff. The pools on the complex were supposed to stay open until 10pm but we routinely found them locked at 8:45pm. When we called to complain the office staff was rude and could care less. The parking situation is horrible. Spots are so close together that if I owned a new car I would find someplace else to live immediately because your car would have a ding in its door by the end of the first night. Not only that, but people started parking in our spot all of the time. We could leave for 15 minutes, come back, and find some stupid ----tard parked in our spot. The only thing we could do was tow them. So, I would park my car directly behind theirs and wait for them. I decided if I pay an extra $20/month to rent the spot then they can pay me to park in it. I would charge $20 for the use of my spot and wouldn't move my car until they paid up. Either that or I would simply move my car and have the tow truck take them away.
That isn't the end of the parking lot mayhem though. During heavy rains my spot and about 4 around me flood. We arent talking a few inches of water flooding either. The last time I had to move my car water was leaking in through the door and I had to actually wade out to it in water up to my knees. Needless to say you are going to get water damage to your car and the inside of it had the aroma of mold for...oh wait I guess it still smells like mold. Think that is bad' There is more...
This summer the complex decided to have the entire parking lot repaved. The parking lot looked fine, but I guess they just wanted to be asses as usual. Well, the rip up ALL of the asphalt in the parking lot....in all of the parking lots. Not only that but they then dump tons of sand everywhere. I left to head to work one morning on my motorcycle and I actually had to jump a 2 foot high mound of sand to get out of my space. Not only that but I also about dumped the bike twice because this sand had tar or some crap mixed in with it which make the bike pull and lean to the ground. It only took them about 3 months to finish paving the parking lots, but during that time it looked like a Kentucky trailer park with mounds of rubble and dirt everywhere. It was great driving through the parking lot because it would churn up so much dust you would swear you were in a western. After they got everything paved, in the Arizona heat of 120 degrees, the asphalt/black top they laid down was peeling off the road because of the heat and the tires being driven on it. It looked about 19 times worse after they paved it than it did before. This place sucks.
About 2 years ago they decide to have the roof re-tiled. They don't speak with the residents at all and just tell everyone how it is going to be, so you basically have no say in anything. I work third shift, so I sleep through the day and wake up in the evening to head to work. The roofers, illegal immigrants, started working at 7:00am. I call the office and they could give a ---- less what is going on. I call the entire week and explain that if the roofers could start 2 or 3 hours later it would help me out a lot. They basically said "---- off" and the promise that it "only takes 4 days to re-tile a roof" turned into about 2 and a half weeks. There was no reparations to my hardship of not getting sleep for 2 weeks and they basically said they didn't care in the office.
When we first moved in the complex was mainly a bunch of yuppies, which made it safe. I had no problems letting my girlfriend go out on walks around the complex at night or having her go swimming without me in tow. That has since changed and it appears the new management is getting tax breaks by allowing HUD families to move it. There were once only a few children in the complex but now they are everywhere screaming and yelling late into the night. In our building alone I have seen an entire family move in with like 25 kids...seriously. The yuppies have moved out and now we are plagued with kids in college who are constantly drunk with loud music, like my downstairs neighbors. If they aren't college kids then they are welfare families who get drunk and decide to fight at all hours of the night. The other night I heard gunshots....this is a great place to raise a family. It has gotten so bad in the complex I no longer allow my girlfriend to go outside after dark without me. She has given up swimming, one of her favorite hobbies, because the creepy old guys who hang around at the pool stare at her when she is down there. The other night she was taking out trash and was scared half-to-death when a bum popped out of the dumpster and starred at her...she ran to our apartment and refuses to go to the dumpster anymore.
You may be asking yourself, "Why don't you complain to management"' Well, I have and they do not care. They are rude and basically treat you like a piece of ---- no matter who you are. They have a "courtesy patrol" who you can call with nosie complaints and the like. I was downstairs calling the tow truck one night, which I was provided with paperwork and told to do so by the office because they don't handle "the parking situation", and some kid came up to me to ask what I was doing. I told him I was calling to get the car in front of me towed out of my spot. In a smart ass attitude he said that I wasn't going to do that. I figured it was his car and asked him if it, in fact, was and he said no. I then restated that I was towing the card and he smirked at me and said that I couldn't. I acted shocked and asked him why it was I could not tow this car. His response what that I didn't have the authority. I told him I had towed cars several times before and I will do it again. He then informed me that he was the courtesy patrol and that he was the only one authorized to tow vehicles. I laughed at him and told him I had paper work that gave me every right to tow a car out of the complex. I then pointed out the signs over the covered parking with the telephone number you are supposed to call if you want a car towed...he acted like a ----tard and said he had never seen those before. He then slinked back to his little hovel since he no longer was the "big man" who had all the power. Noise complaints go unpunished as well because big bad courtesy patrol is all ninja like and sneaks up to the apartment to listen for the "noise". Too bad if the nosie if coming from a back bedroom and is in the form of loud bass he won't be able to hear it. This guy is a complete joke who thinks he is the ----...call him up for a good laugh. I have called him on numerous occasions and I believe he has responded about 20-25% of the time.
Overall this complex sucks. It used to be really nice but things started going downhill after we lived here for about a year. I would highly suggest looking somewhere else to live. The location is nice but you can find a better complex to live in or rent a house in one of the housing divisions around the area. The Palisades sucks ass now and I am slowly watching it turn into a crack den for the homeless and destitute. I will be moving as soon as we purchase a house, until then this place looks like our ------ home until then.
