Where to begin about this slum? Well let's start from the beginning. The apartment complex DECIDES when you can use your air conditioning and when you can use your heat. They never have both on at the same time. So if they decide it's not warm enough for air conditioning, you get to burn up or vice versa with the heat. You have to be VERY careful not to get roaches because everyone else in the complex has them. Half the time the water doesn't get hot. If you are white, you will be the only white people in this complex. You will have people pestering you everyday to buy tomales or mary kay/avon crap. And just today I was in the middle of a shower, fully soaped up and the water just SHUT TOTALLY OFF. When I called the office they said "it will only be for 30-40 minutes". Well I have to be to work in 20 minutes, so now what? This place is a joke and I suggest if you get lured here by the "free electric and water", turn the other cheek, this place is a joke!

Usually in a situation like what you had mentioned with when the water totally shut off, the management would let the tenants know ahead of time if this occurs.
