"And anytime it rains we get huge swamplike ponds over the nice green areas." The green areas serve as retaining ponds to prevent flooding during rains. Since most of Phoenix is covered by concrete, building codes require retaining ponds. You'll get them in all communities in the valley, whether apartments or family houses. The grass is just there for aesthetic reasons.
