I have also been a resident for a couple of years now and I know how apartments work. Yes Anonymous should of read the agreement carefully before they signed, but also those charges are a little bit high. Put yourself in that person shoes, I bet you would feel the same way. Just wait until you try to move out and they want to charge you. Don't poke fun because you will get the bad karma.
