Good, but still moving out soon

I've been living at Roosevelt Square for a little over a year.
The location is nice; I face a lovely courtyard, but unfortunately, cars speed through it at all hours of the day and night, skateboarders and drunks travel through, and there are sometimes noisy tow trucks picking up cars illegally parked in the front of the church office across the way. I live near the pool, which is incredibly noisy on summer weekends; music starts blaring at 10 am and goes until sundown. Luckily, my front door provide decent insulation from the noise. There is a nice park (really a trio of greenbelts) that are great for walking my dog, especially in the late evening. The area has a distinct lack of shopping, dining or entertainment venues. I'm paying for downtown living without the amenities of a real downtown.
The complex provides decent amenities. It has a well stocked and maintained fitness center, a nice pool with barbecues, a roof deck and a courtyard. Unfortunately, the pool is filled with noisy drunks from sun up to sun down on summer weekends, which makes the pool almost intolerable. At the end of the day, the yard is littered with beer cans, and one day I walked out there and saw people playing beer pong. I'm not paying rent to live in a frat house.
The staff is fine; nothing exceptional. Maintenance can take days, but they do a good job. I'm currently waiting for pest control for the roaches in my kitchen and bathroom. This is the second time around, and they have both sprayed and bombed. Regular pest control maintenance would probably have prevented the problem. Security is clearly a joke, as the gates are frequently propped open and I'm always finding flyers on my door, so people are wandering through. I have heard from another resident that the building is being used for temporary housing, and I have seen padlocks on some of the doors. Why would those people care about the buildings or its occupants, when they don't live here' Despite this, the neighborhood generally feels safe.
The reason I will be moving soon is the rent, which went up to $900 for a one bedroom. I can get a similarly sized apartment somewhere else for $100-$150 less. If I sign another lease here, I will receive a concession, but that will only lower my rent to $860. As much as I like the location, I can't afford to pay that much in rent for what I'm getting.
