I've lived at RS for 9 months now, and I have to say I'm surprisingly happy with the place now that I'm in and settled. The move-in experience was trying, with the non-refundable fees and pet bonds, I really felt nickle and dimed by the end. Would have preferred to have that all incorporated in the rent, rather than the promotional "move in for $689" and then finding out that there are hundreds of dollars in non-refundable "deposits". Yes, there is occassional noise, and yes, you can hear people upstairs walking around (mine, unfortunately, at 6am), and yes, a dog barks now and then. But I live in one of the urban studios with concrete floors so I hear nothing from below, and all in all, the insulation is pretty good between the apartments. The space is nice and the ceilings high, making 700 sqare feet much less claustrophobic than one would imagine. And with the small balcony, I can always step outside for a little air or leave the doors open to make the place feel more open.
I've read all of the complaints about the leasing staff, and I have found them, with the exception of one young woman, to be curt and unfriendly, but there is a new office manager as of January, I assume in response to many of those compalints. There is a lot more interest now in getting feedback from the residents and trying some different strategies, including a continental breakfast on Saturdays to meet neighbors and a small video lending library in the leasing office. We'll see how the new management does; at least they're trying. There seem to be a lot more empty units in comparison to when I had to take what was available last August; not sure if this is a trend in the area or a response to the poor management, but hopefully it will improve the customer service of RS. I've had no problems with the parking garage short of getting locked IN once (security gates wouldn't open), and there is always ample parking. Gym is great, and its nice to have a coffee shop and deli so close. And First Fridays, the downtown Phoenix art walk, is right outside your front door, so you know where the monthly gathering will be begin.
While I have not yet had to contend with the moveout experience, which seems to have caused many a complaint here, I would recommend RS if you'd like to live downtown, don't want the ant colony apartment complex, and understand what it means to live in a large complex downtown.

Guess you don't live in Building C, where we have been awakened by SIX FIRE ALARMS in the past months. They happen at 3am every time. It's a nightmare.
