noisy kids and lack of hot water, but OK

I just moved in recently and it's OK here except that there's not always enough hot water. I've had to take several freezing cold showers or skipped them altogether.
Also, the kids that live in the complex hang out in the courtyards and make a lot of noise, fighting and throwing rocks and screaming, etc. Some days it's like Lord of the Flies.
But other than that (and some freeway noise) it's basically OK here. The staff in the office is very nice and the grounds are kept up. And luckily it's quiet at night time.
