Yes, you have to qualify and provide income evidence. But, let's say you want to know about cleanliness, safety, how nice the staff is, all that stuff. It's great. The grounds are kept spotless. Twice a year there is a mandatory inspection of the apartments. The manager and maintenance guy are really nice and not mean. They don't blame you for damage that you did not do. They do hope that you are a clean person, I'm sure. There are no roaches outside or inside my apartment. There are little gecko type lizards that eat the bugs. They have gotten into my house and are not a problem. The teenagers that live here are respectful. I have had no rudeness or "mad-dogging". I guess parents, here, care about their kids. Maybe management cares about who they rent to. No loud music plays all day or all night. No parties "going down" or other gang stuff. People say "hi" and even ask if you need help. That apartments are really nice. The floor plan is something I really like. If you need help they are there to help you. The assigned parking is not a problem for us. There is no noise. You can hear through the walls more than I think you should. We have college students next to us, and I can hear their discussions sometimes. But, it does not bother me.

http://www.ihfa.org/pdfs/LIHTC ex2.pdf On page 26 of the application, it allows students to be verified for renting. I think that you are wrong to think that college students are not low income. What guidelines are you using? Got a link to them?

As further proof: "college students that live next to you" do not qualify as "low income", according to LIHTC guidelines. This sort of behavior (i.e. having Tenants misrepresent their income or conceal income for 'compliance purposes') is likely to cost Blankenship his job, once the owners get Audited by HUD Inspector General.
Please see page 27 of the Document you so kindly quoted: "I understand that my student status may affect my qualifications as a qualifying tenant under Section 42 of the IRC code" and take a note that "Section 1001 of Title 18 of the US code (page 22) makes it a criminal offense to make willful false statements". Govern yourself accordingly.
