Raise rent/Unhelpful staff

Years at this apartment: 2004 - 2005
 
Management decided to raise my rent by close to 18% if I resigned by lease even though I have never made a late payment. Also they are very ambiguous about the specifics of the apartment rules and very selective about enforcing them. Staff is friendly only if they want to be and then they are completely unreasonable.
