Unbelievable electric bills

Years at this apartment: 2006 - 2007
My wife, 8 month old son and I moved here in October 2006. Parking isn't an issue as this place has very few people living here. However, the electric bill for our 1000 sqft, 2 bedroom, apartment is unbelievable.
The November bill was over $120 and the December was over $135. Turns out that 4 of the 6 windows in our apartment didn't close properly. There was approximately a 1/4 inch gap between the bottom of the window and the sill. It was so bad you could see daylight coming in and the spiders just kept coming.
TJ, the office manager, was useless when we asked the apartment to cover part of the electric bill for the two months prior to discovering the window issue. They refused. I went all the way to the District Manager who refused to do anythign about it. "You have had the repairs, that's all we have to do." is what I heard.
I won't list the multitlude of other repair issues we have had except for a washing machine that flooded the kitchen and laundry room and we are still waiting, after 4 months, for the ceiling fan to be repaired/replaced.
One thing to know is the complex won't replace batteries in smoke detectors in all the empty units. You can hear them beeping all day and night. They told me it's too expensive to replace the batteries and they will wait until the units are rented or purchased firsted. Doesn't make me feel good about living in a building that could catch on fire and we would have no warning.
Stay away from this place. We are out of here when our lease is up.
