In March, they were hacking up the trees all over Phoenix because of the frost last winter -- it's the only way to save the trees and bushes. By now they've grown back.
I have noticed the police around a lot more lately, though. Creepy about the dead body.

Actually, they were hacking them long before the frost. They were just making sure the -------- had something to do so they turn them loose. If they hack the trees and bushes down to ground level then they do not have ot pay them to come back as often. In the northwest this would NEVER be tolerated.
