Parking: I had no problems with the parking. It's covered, which in Phoenix is an ENORMOUS plus as far as amenities go.
Noise Level - When they first show you the apartment, the staff mentions the "foot of concrete" between floors. Little did I know, I could still hear every footstep above me (Live on the top floor if you have to move in here). As far as noisy neighbors, I have one neighbor through the wall that recently bought himself a drumset and another neighbor next door to me who plays outrageously loud rap music whenever he is home - You do the math.
Grounds - They cut every tree and bush down to a stub.
Safety - Aside from the early-20's frat guys cruising at 45mph in the parking lot, its not too bad.
Construction - The apartment is nice as far as apartment standards go. You can tell that they bought the cheapest materials for the place (our pantry door fell apart when we opened it - it was taped together by the previous tenant).
Bottom Line: There are plenty of nicer places in the area for way less $$$$$. Don't waste your time here. It may be close to shopping, but it's even closer to being a 12 month nightmare.
