Could be a great place to live...but isn't

Been here 17 months. Good value for the money. Large, attractive apartments. Attractive complex. Sometimes short on parking. Residents are for the most part extremely nice and courteous.
Two things would make you NOT want to live here:
(1) the cement stairs and hallways to the apartments get very dirty and stained. They hose them down once a year, but that doesn't get the job done. As a result, there is a kind of ghetto look to the stairs and halls. I'm embarassed to bring people over.
(2) there are a couple of apartments lived in by college students. They get drunk on the weekends and make a lot of noise. Like "wake you up from a sound sleep at 2 am" kind of noise. Have had to call the police on ocassion.
(3) Twice a week at 7:30 am, landscapers come onto the property and use blowers for 2 hours. This can drive you crazy.
