Turns Off Utilities

Years at this apartment: 2003 - 2004
 
They say that they have free unlimited utilities, but they turn off the air conditioning so it's not available for use when it gets hot. They will say that they turn it on when the time is right, but don't be a person on the top two floors or people who need to study during the day time. This is a gross violation of the rental agreement !!!!!
