Overall I would say that the Quads are a great place to live. I lived in the Quads during the summer of 2003 when my fiance was working on his masters and I was taking undergrad classes. When my fiance and I returned to Phoenix after living in Seattle for half a year we decided to return to the Quads because we liked it so much (even though we have both graduated).
It is true that your experiences at the Quad depend on your neighbors and I also think your location in the complex. When we lived in the H building we were on the second floor. The apartment was nice (nothing special). No cockroaches (I've never seen any in any of the apartments or on the grounds). It is true that walls are thin and you can hear the water running in the apartment next door. I liked having a balcony but all we saw out of it was the parking lot. And the parking lot on that side does have very small spaces. We never had any problems with vandalism though. We had some annoying upstairs neighbors who liked to have band practice at 3 in the morning who finally got evicted.
This year has been much better. We live on the first floor in the I building. We specifically asked for an apartment facing into the complex so we have a nice lush view (which is worth 5 more dollars a month). This apartment is redone so it has a microwave and tiled floors in the bathroom. Our only complaint we have this year (which almost every reviewer has mentioned) is that there are sometimes workers outside our window starting at 5 am working on landscaping. We have only had to make one noise complaint since we moved in in March. I am a light sleeper and only had a problem falling asleep once because of noise (if you put a fan in your room it is great white noise and will keep you cool).
And I don't know why everyone complains about APS. My fiancee and I split a 50 dollar APS bill in the summer (I must note though we are living in a one bedroom on the first floor).
Overall the people are very nice, the surroundings are beautiful, the staff at the office are friendly, the business center is a nice plus (during the school year though you might have to wait to use a computer), and the price is great. Plus you can't beat the location!
