Cheap Rent, Cheap Apartment Complex

I've lived here for over 2 years. In late 2004 the managment started putting money into the complex's grounds and staff and things have been a little better since then. The good: these are the least expensive apartments you'll find in the area and all utilities are included. You get concrete construction which is noticably quieter then frame construction. I've only had two issues with noisy neighbors and both were short-lived. The bad: Every summer during the peak of the hot season (July-Sep), your A/C will go out for at least one full day, 5-8 times per summer (without any notice). On one occasion this summer, the A/C was out for 3 days while the temperature was over 105 F. The A/C is centralized which is very frustrating. I've gone quite mad while this happens, and the staff can do nothing. In the last year, the mantenance guys have had a bad habit of turing off the water without any notice for a day at a time. Again, the staff can do nothing about this. The same thing has also happened to the hot water occasionaly (again, without any notice). The quality of the units (especially the kitchen) is really low-- counters are poorly put together (not level and with water damage) and the cabinets have been painted over about 6 times.
In summary, this is a good place to live if you can put up with the above mentioned issues. It's quite cheap to live here and it's given us a good opportunity to save plently of money to buy a house and get out of debt. I'll be quite relieved to move out of here one day!
